Brat Allen – I mean Bart - is a speedster. From the future. Due to this, he tends to speak, think and act fast. His thought process moves so fast that it can often leave people confused – he moves on from topic to topic before anyone can catch up to him. Being from the future, Bart is always amazed at things that are different than his own home (which was an apocalyptic wasteland) and shows a lot less tact than most people (such as eating junkfood and commenting on dead heroes in their prescence) though he doesn't mean to come off like that. He can be annoying and bothersome to people, and a lot of people aren't quite sure what to make of him, but he's a good kid at heart. Bart doesn't really understand when he's being annoying or why people think that way, but he brushes it off quickly. His speed seems to bleed over into his emotions – he can appear happy at one second, then angry – then he gets over it, and is back to being excitable. He's always energetic, though he calms down quite a bit after his first episode.

As mentioned above, he has no tact whatsoever, and some of what he says can sound insulting, even if he doesn't mean it like that. Sometimes he moves on from things too quickly and people have to remind him to slow down so that he can fully get what's going on. He's also a good liar – he came to the past to stop Blue Beetle from enslaving mankind, but wouldn't tell people about it at first. He manipulated people into helping him save Neutron and pretended to be stuck in the past, and at first wouldn't explain everything he knew. Even after telling Jaime abuot it, he still didn't want everyone else to find out in the off chance that one of the League would ignite the apocalypse. However, he's opened up a lot since then and now considers himself a part of the team – which includes acting like it. Where he was once a bit ignorant, Bart's grown into understanding people and what he should and shouldn't do. He's not good at being told off, either – sometimes taking it a bit too personally, though he's shown to get over it pretty quickly. If someone shows how annoyed they are at him, he'll feel bad quickly, like all of his momentum drying out.
As his superhero name implies, Bart is impulsive and often does whatever he wants on any whim possible. He shows up at people's houses in costume, shows little care for secret identities ("What's the point of hiding how crash we are?") and busts into people's private spaces. And takes their food. However, he's a good kid – he's willing to throw himself into any dangerous situation in order to help his friends and innocent people. Even when it might seem like a dead end, Bart never gives up. He's highly resourceful, an example being is he worked on a time machine in order to save the world, knowing that he'd never be able to get back to his own time.

Originally, Bart was serious and bitter when it came to his own timeline - he lived in an apocalyptic time and lying, scavenging, etc were all necessities. He was also angry about superheroes not being treated as heroes - it bothers him that they kept the memorials for the fallen ones underground. However, he knows his own limits and while he pushes himself the best he can, he knows what his speed can do, as well as what it can't. Bart also thinks he's the coolest shit in the world, which is objective… he is pretty cool. Sometimes. A lot of people in Young Justice don't agree. While he acts all high and mighty about being THE AWESOME BART ALLEN he can be grounded pretty quickly, though he still acts pretty highly about being The Flash's grandson, as well as super handsome and witty and all that. It's hard to point out what may be an act to him and what isn't now, as he's gotten into the character of being IMPULSE pretty heavily, though once the truth came out about the future, there wasn't much use for him to keep up the charade - it's generally implied that he accepted the hyper nature of Impulse. As time goes on, Bart becomes less hyper, more mellow - though still extremely fast and energetic, he isn't always putting on a huge show for everyone.
His primary goal was to stop Blue Beetle from going evil, specifically by not letting him be anything but a hero. In order to do this, Bart traveled from the future to help Neutron and to keep an eye on Blue Beetle, in order to save him from The Reach. However, he's also a superhero – saving innocent people is his deal! He really just wants to help out people in need – friends and family especially. Even if he offhandedly insults The Flash and Kid Flash, Bart truly looks up to them and adores every member of his family, and can't contain how happy he was to see them when he arrived in the past. At the end of the series, Wally told him that he could take up the costume of Kid Flash and Bart was thrilled – he saw it as an honour. He promised Kid Flash that he'd make him proud. After Wally died, Bart wore the costume, even if he was nervous about it.
Bart has trouble relating to people in the past, as he grew up in a completely different situation. However, he learns quickly and gets better at it as he gets closer to people. He acts completely friendly and familiar to almost anyone he talks to and doesn't have much of a filter, so it's a hit or miss with him. Despite his nature, he's good at being a friend. He's someone who breaks the ice in any conversation by throwing a bomb at it. He's the type to joke in bad situations, especially if it's considered “not a good time”. Bart tends to lighten up all situations by joking around.

He also likes to play with people, especially when it comes to his speed – he loves running circles around people, etc. In that way, he's a bit of a troll – teasing people is in his nature, and he can be a bit sarcastic at times, even if he likes to make people feel better in general.
